Does anyone know the proper way to fry the dehydrated potato chips that you get from the super market bulk bins? I have tried to soak them in water with and without salt before frying them, but as soon as I try to fry them crispy, then end up being very hard.

these are labeled "potato chips", they're not for *making* "potato chips". Instead, these are used for making potato casseroles and such, like potatoes au gratin. They're not for frying and munching on.

This reminds me of the time I tried to rehydrate dried squid and wondered why it didn't work.
